Just after the death of Lord Tweedsmuir (Feb 11/1940) and prior to the appointment (June 2/1940) of Major General The Earl of Athlone as his successor.

Prime Minister Wm L M King took over the Governor General's council of independent advisors (BNA 1867 s.11 Privy Council) by appointing his 'own man' as Clerk.
